What is the DSU scholarship?

DSU stands for Diritto allo Studio Universitario — literally, the right to university education. It is not a central government scholarship. It is administered by regional authorities across Italy: ER.GO in Emilia-Romagna, DSU Toscana in Tuscany, DiSCo in Lazio, EDISU Piemonte in Piedmont, and so on. Each region funds and runs its own scholarship programme independently.

The scholarship is both income-based and merit-based. It is not a competitive scholarship in the conventional sense — there is no essay, no interview, no shortlisting committee. If you meet the income threshold and the academic merit requirement, you receive the scholarship. That is it.

What the scholarship covers, across all regional DSU authorities:

  • Full tuition waiver — your university fees are reduced to near-zero
  • University hostel accommodation — a room in a regional DSU residence, typically shared twin
  • Meal vouchers — two meals per day at on-campus canteens (colazione and pranzo or cena)
  • Cash stipend — paid in two tranches to your Italian bank account, ranging from approximately €290 to €708 per month depending on income bracket and accommodation situation

Why don't Indian consultancies mention this? Most Italy consultancies earn commission from universities. A student receiving a full DSU scholarship pays very little to study in Italy — which makes it difficult to justify large consultancy fees. The financial incentive runs against telling you the scholarship exists at all.

Who qualifies — income and merit criteria

Two thresholds determine eligibility. Both must be met.

Income threshold (ISEE Parificato): For the 2024–25 academic year, the income threshold was €24,335.11 ISEE equivalent. This figure adjusts slightly each year with the new bando. For most Indian families earning below approximately ₹26L per year, this threshold is easily met. The ISEE Parificato is the Italian system's way of assessing your family's income from Indian documents — more on this below.

Merit threshold (CFU requirement): You must complete a minimum number of university credits (CFU — Crediti Formativi Universitari) per academic year. In the first year, the minimum is typically 20 CFU. In subsequent years it rises to 25 CFU or more depending on the region. Most Masters programmes are structured around 60 CFU per year, so the merit threshold requires completing roughly a third of your annual credits.

Missing the merit threshold is not permanent. If you fail to complete enough credits in one year, the scholarship is suspended — not cancelled. You can recover it in the following year by meeting the cumulative credit requirement. This is a commonly misunderstood point that causes unnecessary anxiety.

How much is the scholarship worth?

The numbers below are based on a student enrolled at the University of Bologna through ER.GO (one of Italy's best-funded regional DSU authorities), in the lowest income bracket, living in university accommodation.

Real example — ER.GO, 2024–25, lowest income bracket: Cash stipend €5,520 + hostel value €4,800 + meal vouchers €3,200 + tuition waiver €156 = €13,676 in total scholarship benefits (~₹12.7L) for one academic year.

The ISEE Parificato — what it is and how to get it

For international students, Italy does not accept foreign income documents directly. Instead, you obtain an ISEE Parificato — a standardised Italian income assessment calculated from your Indian financial documents.

Documents you will need from India:

  • Form 16 (or salary slips if salaried) for all earning family members
  • Last 2–3 years of Income Tax Returns
  • Bank statements (savings accounts of all family members)
  • Property valuation certificates for any land or property owned
  • Vehicle registration documents (if applicable)
  • An affidavit declaring all assets and income (format varies by consulate)

These documents are submitted in two ways: through the Italian consulate or embassy in India before you travel, or through a CAF (Centro di Assistenza Fiscale — tax assistance centre) after you arrive in Italy. CAF offices are available in every major Italian city and handle international student ISEE Parificato routinely.

Allow 4–6 weeks. From document submission to ISEE Parificato issuance, expect 4–6 weeks. If you are applying through the consulate in India, add another 2–4 weeks for consulate appointment availability. The ISEE Parificato must be in hand before the scholarship bando deadline. Do not leave this step until you arrive in Italy.

The bando — scholarship application timeline

Each regional DSU authority publishes an annual bando (call for applications) for the scholarship. The bando is a formal document that specifies: the income and merit thresholds for that year, the deadline for applications, the documentation required, and the scholarship amounts.

Critical: Missing the bando means waiting until the following academic year. There are no exceptions, no late applications, no retroactive scholarships. The bando opens and closes once per year.

Which universities offer the best DSU support?

The quality of DSU support varies significantly by region. Some regional authorities are better funded, have more hostel beds, and process applications faster than others.

Common mistakes Indian students make

  • Not starting the ISEE Parificato early enough. Italian consulate appointment slots in Mumbai, Delhi, and Bengaluru can be 4–6 weeks away. Start this process immediately after receiving your university offer letter — not after you arrive in Italy.
  • Name mismatches between documents. Your name as it appears on your Indian documents must exactly match your name on your university application and ISEE Parificato. "Rajesh Kumar Sharma" and "R. K. Sharma" are considered different names. Name mismatch is one of the most common scholarship rejection reasons for Indian students. Resolve this before submitting anything.
  • Not enrolling in university accommodation. The cash stipend has two rates: one for students who live in university (DSU) accommodation, and a lower rate for students who live privately. Most students receive significantly more if they take the DSU hostel place. Do not decline the hostel offer.
  • Underestimating the merit threshold. Passing exams in Italy works differently from Indian universities. Italian oral exams and written vivas require a different kind of preparation. Students who assume Italian university is easier than their Indian degree sometimes miss the CFU threshold in year one and lose the scholarship for a year.
  • Applying to the wrong universities. Some universities and programmes are not covered by any DSU scholarship. Verify DSU coverage before accepting an offer.
